Owners are the purchasers of taxi plates - and must be deemed a 'fit and proper person' under the Act. Operators can be owners, leesees or accredited managers of a company, and all operators must be accredited.Leesees lease taxi plates from another person and must be an accredited operator. In order to own, operate or lease a taxi plate you require a accreditation from the Ministery of Transport. The two types of accreditation are:

Owner's Accreditation - allowing an individual or company to own a plate, or to own a plate and lease it to another accredited operator |

Operator's Accreditation - allowing individuals or company managers to operate Plates. |
To secure this accreditation you must provide a certificate demonstrating the successful completion of the Taxi Operator's Training Program.

Becoming an Owner or Operator
To become an accredited operator, an application must be made to the Ministery of Transport. Before accrediting a person as an operator, the Ministery of Transport will require the applicant to satisfy certain requirements:

The applicant must be of good repute. This can be provided in the form of references. |

The applicant must be a fit and proper person to provide a taxi service. |

The applicant must demonstrate the knowledge and competence to provide a taxi service. |

The applicant must be financially capable of providing a taxi service . |
| • |
The applicant must have access to adequate maintenance facilities for the taxis. |
| • |
The applicant must pay an application fee.

Owners and operators have a choice of purchasing or leasing plates. |
